Finance & Administrative Services

Administrative Services provides accounting, contracting, finance, human resources, information technology, management and purchasing services support that enables Health Care Agency (HCA) staff to provide the best possible service to our community through efficient and effective operations. Divisions include:

Accounting Services:

Services provided by assigned Auditor-Controller staff that include professional accounting support and Medi-Cal billing for HCA programs.

Financial & Program Support Services:

Provides budget, administrative and programmatic support to HCA in accordance with internal roles/responsibilities and requirements established by the County Executive Office and Auditor-Controller.

Human Resource Services:

Provides day-to-day human resources support in the areas of personnel transaction processing, performance management, return-to-work, recruiting, classification, new employee training, personnel investigations and discipline, leave of absence coordination, labor relations, licensure monitoring, policy and procedure review as well as training.

Information Technology Services:

Provides the vision, leadership, direction, and strategic and tactical planning for all Agency information technology initiatives.

Management Services:

Provides administrative support and services for all HCA programs as well as services to external customers throughout the County of Orange.

Procurement & Contract Services:

Develops, solicits, negotiates and administers human service contracts for HCA.

Volunteer Services:

Coordinates placements of interns and volunteers with in HCA service areas, Administration, Behavioral Health, Correctional Health, Public Health and Regulatory Medical Services. Please email volunteerservices@ochca.com, call 714/834-6620 or OCgov.com for listings of some of the opportunities.
