Red Ribbon Community Toolkit
The following manual is aimed to assist you in preventing alcohol, tobacco, and other drug related issues, and curbing the devastating effects it can have on our friends, family and communities. It  also serves as an important tool that can enable parents, schools, communities, and youth to not only put on a successful Red Ribbon Week Campaign, but also continue to promote prevention throughout the year.

Our Mission

To provide leadership for and coordination of community efforts to prevent alcohol, tobacco and other drug related problems in order to improve the health and safety of Orange County.

Our Vision

Effecting change in the environment is an essential part of a comprehensive approach to the prevention of alcohol and other drug-related problems, and a proven strategy for helping youth and adults make healthy choices. To achieve this outcome, we promote responsible actions by government, communities, and the alcohol industry.

APPROACH Public Health Model

ADEPT employs science-based strategies in planning, implementing and evaluating prevention work using the “Public Health Model” framework, which addresses health related problems through the ongoing relationships among three interactive systems: the agent (alcoholic beverages and/or other mind-altering drugs), the host (individual or population), and the environment (setting or context in which drinking and other drug-using behavior occurs).

Institute Of Medicine (IOM) Continuum Of Care

The Institute of Medicine Continuum of Care model for prevention and treatment of ATOD is separated into 3 major categories that are prevention, treatment and maintenance. The prevention intervention portion of the IOM Spectrum is directed at persons, who have no AOD dependency. The prevention component of the IOM Spectrum has 3 identified focused prevention groups; these include: Universal, Selective and Indicated.

Strategic Prevention Framework (SPF)

Substance Abuse & Mental Health Services Administration (SAMHSA) Strategic Prevention Framework (SPF) has been developed to decrease substance use and abuse and reduce disability, co-morbidity and relapse related to substance use/abuse and mental illness. The five steps of SPF are assessment, capacity, planning, implementation, and evaluation.

What Shapes AOD Problems and Solutions in Orange County

Community Norms

Social expectations, acceptance, and cultural norms influence alcohol consumption and other drug use at the individual, family, community, and social levels

Media Messages

Advertising and other media messages impact how alcohol and other drug use is promoted, glamorized and shaped by change in policy at the local, state, and national levels

Access and Availability

Controlling the availability and accessibility of alcohol and other drug use at the community level can influence the rate at which individuals (and communities) purchase, consume, and engage in risky behavior.

Policy and Enforcement

Public and private policies and enforcement shape how alcohol and drugs are promoted, sold and consumed.

Risk And Protective Factors

This concept is based on the idea that the more risks an individual experiences, the more likely she or he will engage in substance abuse related behaviors, and the more protection (such as strong family bonds, success in school, etc) he or she has to buffer against those risk factors, the more likely he/she will be safeguarded from engaging in substance use related behaviors.

Prevention Programs

The Prevention Programs consist of ADEPT-contracted community- and school- based agencies that aim to create safe and healthy communities by reducing problems associated with alcohol, tobacco, and other drug use through education, training, and technical assistance for Orange County.

Technical Assistance

Through its staff and outside contractors, ADEPT provides consultation and technical assistance to communities and organizations on achieving prevention objectives. Areas of focus include:

  • Building active community coalitions and partnerships

  • Problem identification and assessment

  • Program planning, implementation and evaluation
