Children's Services Coordination Committee

The Children’s Services Coordination Committee (CSCC) was established by the Orange County Board of Supervisors in November 1982, and restructured in September 2000. As currently established, the CSCC fulfills the requirements for the policy/planning/advisory bodies of Orange County’s Children’s System of Care (CSOC), Wraparound, and Foster Youth Services (CORE) programs. The purpose of the CSCC is to:

  • provide a forum for departments and agencies to disseminate and discuss operational and program problems / issues concerning the Juvenile Justice / Dependency systems and seriously emotionally and/or behaviorally disturbed children;

  • advise the participating agencies on the development of CSOC, Wraparound, CORE, and, as appropriate and if requested, other multi-agency programs that serve children and families;

  • sponsor the Annual Report on the Conditions of Children;

  • identify those agencies that have a significant joint responsibility for the CSOC target population and ensure collaboration on countywide planning and policy;

  • identify gaps in services to members of the CSOC target population, develop and recommend policies to ensure service effectiveness and continuity, and set and recommend priorities for interagency services;

  • implement public and private collaborative programs whenever possible to better serve the CSOC target population; and

  • develop a matrix of the major interagency programs serving at-risk children and families and review the need, if any, to expand the CSCC to serve as an interagency public and private sector advisory body on services for high risk children and their families. As necessary, make recommendations to modify the membership and purpose of the CSCC to meet identified needs.
