Program Name

Youth and Family Resource Centers (YFRCs)

Program Description

Purpose/Mission of Program

Prevent the cycle of repeat crime among the target population; strengthen youth and family and reduce identified risk factors.

Target Population

First-time criminal offenders age 15 or younger with at least three of the following:

  1. significant family problems
  2. school attendance, behavioral, or performance problems
  3. drug and/or alcohol use
  4. pre-delinquent behaviors (gangs, runaway, or stealing patterns).

Also, older first-time offenders with the same risk factors, and targeted minors transitioning from institutional commitments to the community.

Eligibility Requirements

Must have committed a crime and been declared a Ward of the Juvenile Court under Welfare and Institutions Code 602; eligibility is screened by the Probation Dept.

Income requirements

None

How referrals are made to the program

All referrals and case screenings are made within the Probation Department.

Program Capacity

5 YFRCs, each can serve about 60-80 youth at a time, or about 100 youth and families per year = about 350 youth at a time, about 500 per year. A sixth YFRC is planned to open early in 2002.

Primary Services Provided

Multi-Disciplinary Intervention Team services are focused on the child and family and include:

  • multi-agency case reviews every 90 days;

  • on-site school; recreational, educational, and cultural activities, including at least two weekend days per month;

  • restorative justice programming such as community service projects and victim awareness education; mental health services; drug and alcohol abuse services; transportation; training in life skills and pro-social values;

  • employment preparation and assistance;

  • health education and screening;

  • parent education classes;

  • Intensive In-Home Support Services.
