In November 2004, California voters passed Proposition 63, to establish the Mental Health Services Act (MHSA), expanding and enhancing the public behavioral health system of care.

The overall Vision and guiding principles of the MHSA is to transform the public Behavioral Health System to create a culturally competent system that promotes recovery/wellness for adults and older adults living with severe mental illness, resiliency for children living with serious emotional disorders, and their families.
