The Medical Services function of the Health Care Agency provides for emergency care and essential medical services to persons for whom the county has responsibility, by law.

California Children Services (CCS) is a statewide program of specialized medical care and rehabilitation for children with severe physical disabilities.

To be eligible for CCS, a child must be under 21 years of age, have an eligible physical disability or medical condition, be a resident of Orange County and have family income of less than $40,000 per year or out-of-pocket medical expenses for the eligible child that exceed 20% of family income. Examples of eligible conditions include cerebral palsy, cystic fibrosis, cancer, heart conditions and orthopedic disorders.

The Emergency Medical Services (EMS) division regulates, monitors, plans, and coordinates pre-hospital emergency medical services, hospital emergency programs, and trauma centers. The division is also responsible for the licensing and monitoring of ambulances, licensing and accreditation of prehospital personnel, and coordinating medical disaster planning throughout the County.

ad-eocThe Health Disaster Management (HDM) Division is comprised of the major agency disaster planning, training and respose functins including bioterrorism, pandemic flu and all-hazard disaster response. The division maintains the HCA Strategic Operations Center (SOC). The SOC has three critical functions: the Health Emergency Operations Center (HEOC), the Strategic National Stockpile Receiving and Distribution Center, and the Pharmacy which contains emergency medications for response to Weapons of Mass Destruction incident or a disaster. The SOC facility is kept in a constant state of readiness and has several redundant systems so it can remain functional during critical infrastructure failures. HDM administers several Federal grant programs including the Centers for Disease Control and Prevention, Hospital Preparedness Program, the Urdan Area Securities Initiative, and the State Homeland Security Grant Program. HDM ensures all HCA staff are compliant with federal and state mandated disaster training requirements including the National Incident Management System and the Standardized Emergency Management System. HDM provides training for HCA for response to the Operational Area Emergency Operations Center and the Health Emergency Operations Center to support the County during emergency and disaster events and for federally graded San Onofre Nuclear Generating Station exercises and attends the OC Emergency Management Council and OC Operational Area Executive Board Meetings.

The division also includes the Emergency Medical Services (EMS) Program.

Emergency Medical Services (EMS) regulates, monitors, plans and coordinates pre-hospital emergency medical services, hospital emergency programs, and trauma centers. The program is also responsible for the licensing and monitoring of ambulances, licensing and accreditation of pre-hospital personnel, and coordinating medical disaster planning throughout the County. EMS staffs the EMS Department Operations Center to coordinate pre-hospital care during emergencies and disasters. The EMS Program Manager (or appointee) and/or the Public Health Officer, acting jointly, serve as the Medical Health Operational Area Coordinator and coordinate the disaster medical and helath resources during disasters.

Medical Services Initiative (MSI) Programad-homeless

The Medical Services Initiative (MSI) Program, formaerly the Medical Services for Indigents Program, f the Health Care Agency acts as the payor to hospitals, clinics, physicians, ambulance companies, home health providers, and other providers that serve eligible patients. The program is administered through a public-private partnership with its provider community. It is a collaborative effort that involves Social Services, the Hospital Association of Southern California, the Coalition of Community Clinics, and the Orange County Medical Association, to name a few. Covered medical services include primary, preventive, specialty and hospital care. Additional funding has allowed the program to expand not only the services provided, but also the number of enrollees for the three year period beginning September 1, 2007.
