Disease Control & Epidemiology
Bioterrorism Preparedness and Planning Program

This program coordinates bioterrorism preparedness, planning and response activities for the Health Care Agency, including training programs for health professionals and other first responders offered through the Bioterrorism Preparedness Training Unit.
Birth and Death Registration

Registers all the births and deaths that occur in Orange County and issues applications for burial permits. Provides certified copies of Orange County birth and death certificates from 1994 to the present.
Epidemiology and Assessment

Epidemiology & Assessment investigates individual cases and outbreaks of certain communicable diseases in order to prevent their spread. Epidemiology also monitors and analyzes trends in reportable communicable diseases and provides information to doctors, hospitals, the public and the news media.
Pulmonary Disease Services (TB)

HCA Pulmonary Disease Services clinics provide medical care and case management for patients with tuberculosis (TB) in Orange County. The two clinics perform TB skin testing and chest X-rays to diagnose TB disease. Medication is provided to persons with active TB disease and to skin test positive individuals at the highest risk of development of active TB disease. TB skin tests for individuals needing work or school clearance, “clearance for work” chest X-rays for persons without symptoms of TB disease are not offered at these clinics.
The Orange County Tuberculosis Control program receives reports of all TB cases and oversees surveillance and TB elimination activities for Orange County. Services include community TB prevention education and contact investigations to identify suspect cases for medical follow-up.
Refugee Prevention Health Services–TB West Clinic

Provides health screenings for refugees newly arriving in Orange County. Physicians screen new refugees for tuberculosis, hepatitis, parasitic infections and other health conditions and refer patients to appropriate care in the community. Call for additional information.
Special Diseases (STD/HIV/AIDS)

The STD (Sexually Transmitted Diseases) Clinic provides diagnosis and treatment for anyone requesting medical care for sexually transmitted diseases. It is a free, walk-in clinic and no appointments are scheduled.

HIV (AIDS) Testing Sites offer HIV counseling and both anonymous and confidential testing for HIV antibodies.
HIV Ambulatory Care Clinic

HIV Ambulatory Care Clinics provide medical care for HIV and related conditions to uninsured persons. Sliding scale fees may apply. Services include medical care and early intervention services, such as case management, psycho-social assistance, financial counseling, health education and risk reduction information. Psycho-social and support services may also be provided for underinsured persons.
HIV Planning and Coordination

HIV Planning and Coordination (HP&C) coordinates HIV/AIDS care, treatment, and support services and HIV/AIDS prevention services for the County of Orange. The office receives and administers Federal and State HIV/AIDS grants. It then subcontracts the funds to Agency programs and community-based organizations. HP&C recommends HIV/AIDS-related policies to Health Care Agency administration. In addition, HP&C provides support to several community planning processes, including the HIV Planning Council and the HIV Prevention Planning Committee. It also maintains a client level database for clients receiving Ryan White-funded HIV medical care and supportive services. Finally, HP&C provides a quality management program to assist service providers with ensuring that services meet US Public Health Services Guidelines and locally determined standards of care.
