Food Protection Program

The Food Protection Program provides inspection of retail and wholesale food facilities in order to prevent foodborne illness, promote the safe and sanitary preparation and service of foods, and protect consumers from adulterated, mislabeled or fraudulently advertised food products. Staff conduct routine inspections at over 10,000 retail businesses throughout Orange County, including restaurants, bars, markets, bakeries, mini-marts, convenience stores, mobile food vendors, and special/temporary event booths. Staff work with food businesses by providing food safety education and training to improve compliance with laws and regulations and to reduce the incidence of foodborne illness. Staff also follow-up on complaints from the public concerning possible foodborne illness and any food safety or sanitation violations.

The CUPA is the local administrative agency that coordinates programs regulating hazardous materials and hazardous wastes in Orange County. Businesses that generate hazardous waste, store hazardous chemicals, and operate underground storage tanks are regulated through these programs. Staff conduct inspections of these facilities, provide emergency response services, and public education on laws and regulations.

Illness Prevention

This program responds to reports of suspected foodborne illnesses implicating food sold or served in Orange County. The foods are identified (if applicable, information is gathered from the person involved, food samples may be collected and improper food handling practices that may have contributed to the illness are corrected.

Pollution Prevention

The Pollution Prevention Program promotes opportunities available to regulated businesses to reduce and eliminate the creation of hazardous waste. Regulated businesses are assisted through workshops, informational literature, and participation in pollution prevention special events. A hazardous waste newsletter is utilized to convey new requirements and opportunities relating to pollution prevention. Upon request, site visits are conducted to help regulated businesses identify pollution prevention opportunities at the facility. The Pollution Prevention Program addresses the opportunities for the entire business community.

Used Oil Recycling Program

The Used Oil Program promotes the recycling and reuse of recycled petroleum products. Staff can provide information regarding used oil collection centers, used oil collection containers for home automotive repairs and bilge pad exchange programs for water craft owners.

Health Service Fees / Accounting Services

The Environment Health Division conducts inspections and issues permits to local businesses. Fees offset the costs of regulatory activities. The County of Orange Auditor-Controller’s accounting section, assigned to the Environmental Health Division, is responsible for billing and collecting health service fees and for preparing and issuing helath permits.

Housing and Institutions Program

Assures compliance with requirements for sanitation, maintenance, occupancy, use and ventilation at hotels and motels, detention facilities, labor camps, day camps, rental housing, and organized camps.

Childhood Lead Poisoning Prevention Program

The Childhood Lead Poisoning Prevention Program investigates cases of lead poisoning in children residing in Orange County. Cases are referred to the Health Care Agency when blood testing reveals that a child has an elevated blood lead level. The Environmental Health Division’s Lead Specialist visits the child’s home to look for environmental sources of lead, such as peeling or chipping leaded paint, lead dust, contaminated soil, leaded pottery, and home remedies known to contain lead. Consultations are given to the parents to prevent further poisoning of the affected child or siblings. A public health nurse visits the home, providing the parents with guidance on nutritional and medical management of lead poisoning.

Detention Facilities

This program is responsible for inspecting all of the detention facilities within the County of compliance with State laws and regulations related to health and safety. The results of the inspections are reported to the State Board of Corrections for further action as needed.

Hospital / Nursing Home Kitchens

This program is responsible for inspecting the kitchens of hospitals and skilled nursing facilities (convalescent hospitals) for compliance with State law. Food handling, food temperature control, utensil cleaning, and facility sanitation are some of the topics covered during an inspection. Unannounced inspections are conducted up to three times per year.

Hotel / Motel

This program is responsible for inspecting the kitchens of hospitals and skilled nursing facilities (convalescent hospitals) for compliance with State law. Inspections are conducted up to three times per year and assure compliance with regulations for food handling, food temperature control, utensil cleaning, and facility sanitation.

Liquid Waste Hauling Vehicles

This program registers vehicles and vessels used to haul non-hazardous liquid wastes from sources such as septic systems, portable toilets, boats, and grease traps. These vehicles and vessels are inspected annually, and are provided with the necessary reqistration so that the wastes may be legally colected and/or disposed of with the County of Orange.

Rental Housing

This program handles complaints from renters who have been unable to get their landlords to take care of maintenance problems, which may create health hazards. This unit only handles health-related issues. Examples include cockroach or rodent infestations (inside), lack of hot water, lack of heat, leaking or inoperative plumbing, or a leaking roof.

Medical Waste Program

Regulates generators of medical waste; inspects medical waste facilities, on-site medical waste treatment units and common storage areas; investigates complaints regarding a facility’s medical waste handling. Facilities generating medical waste include but are not limited to hospitals, skilled nursing facilities, and offices of doctors, dentists, and veterinarians. Staff also regulate tattoo and body art facilities to protect the health and safety of our communities through the oversight of bloodborne pathogen issues and sharps waste disposal.

Proposition 65 Compliance Program

The purpose of the Proposition 65 Compliance Program is to inform the public of illegal or threatened discharges of hazardous waste that are likely to cause substantial injury to public health or safety.

Public Pool Safety Program

Provides inspections of public pools, including swimming, spa, and wading pools at apartments, condominiums, townhomes, hotels, and investigates complaints.

Site Mitigation Program

Investigates and oversees the cleanup of hazardous material releases from underground storage tank systems (USTs) and oversees the voluntary cleanup of hazardous material releases from sources other than USTs.

Inspects and permits solid waste facilities, which include municipal solid waste landfills, solid waste transfer stations, and composting facilities.

The Orange County Water Quality Program is comporised of the Well Program, Cross Connection Prevention Program, State Small Water System Inspections, and the Ocean Recreational Water Protection Program. These programs protect the drinking water supply from contamination through cross connections, and regulate the construction and destruction of all types of wells to prevent groundwater contamination.
