Institutional Health Services
MISSION
The mission of Correctional Medical Services is to ensure the
provision of high quality health care services to adults within the
county’s correctional facilities.
ABOUT US
Correctional Medical Services (CMS), a division of the Health Care
Agency’s Institutional Health Services, provides medical and dental care to individuals held in
custody at five adult County correctional institutions: the Men's and
Women's Jails, the Intake & Release Center, and the Theo Lacy and
James A. Musick branch facilities. At intake, all inmates booked into
the Orange County Jail are triaged for medical, dental and psychiatric
problems. Mental Health services are provided by
Correctional Mental Health (CMH) Services, a separate program
in the Institutional Health Services division.
The
Sheriff-Coroner (OCSD) and the
Health Care Agency (HCA) have an integral
relationship. The roles and responsibilities of each department are
specifically outlined in a Memorandum of Understanding (MOU). The
Sheriff-Coroner is primarily responsible for the maintenance of
security within the jail setting. Additionally, the Sheriff-Coroner
maintains open communications with Medical and Mental Health care
staff to ensure the health and safety of both inmates and employees,
monitors and ensures compliance with established Medical and Mental
Health procedures, and provides relevant information to the Medical
and Mental Health programs to ensure that appropriate health care
services are rendered.
CMS has a written agreement with local hospitals to provide medical
services for inmates in the Orange County Jail system. These services
include specialty consultations, treatment services and in-patient
care. Inmates are referred to these facilities when appropriate.
The jails also have two licensed pharmacies to meet inmate needs.
FACTS AND FIGURES
In 2006-07, the daily population of the jail system averaged
6,500 individuals. Correctional Medical Services is responsible for the
medical and dental care for all of these inmates.
WHAT WE DO
CMS has Registered Nurse staff
at all facilities with Nurse Practitioner or Physician coverage
provided on an on-duty or on-call basis. During booking, each inmate
is screened by a nurse. The level of care provided is equivalent to a
Community Ambulatory Care Clinic.
