What is the
Mental Health Services Act?
The Mental
Health Services Act (MHSA) – known as Proposition 63, was
approved by California voters on November 2, 2004, and
became state law on January 1, 2005.
What is its
purpose?
Its primary
purpose is to improve the lives of those adults afflicted
with serious and persistent mental illness and children with
serious emotional disturbances by transforming the public
mental health system.
The MHSA will
bring significant resources to Orange County to expand
mental health services to children, adults, and older
adults.
How will it be
funded?
The MHSA
imposes an additional 1% tax on that portion of a taxpayer’s
taxable income in excess of one million dollars.
When the law
is fully implemented, Orange County’s share is likely to be
in the range of $30-$50 million per year.
How can I
participate in the MHSA Planning Process?
Planning for
the implementation of the MHSA in Orange County will occur
in six different workgroups.
