Wholesale

Wholesale food businesses sell products to other businesses and generally do not sell products directly to consumers. The following are examples of the types of food facilities that the wholesale food program regulates: food processing/manufacturing, warehouses, distributors, bakeries, meat processing/packaging, co-packers, bottling (other than water), canning, vending machines, and food salvagers.

To start a wholesale business, plans need to be submitted along with the plan review fees. Plans must be approved, and a health permit issued by this agency prior to selling, processing, manufacturing, repackaging, storing, or distributing food for commercial purposes at the wholesale level.

For more information on submitting plans and obtaining a health permit, please call a wholesale food program representative at (714) 433-6416.
