Due to the Governor’s stay at home order regarding COVID-19, the Office of Vital Records walk-up counter services to purchase birth and death certificates will temporarily close beginning Friday, December 11, 2020. Birth and death certificates can still be purchased through the mail or online.
INSTRUCTIONS FOR MAIL ORDERS:
To purchase a birth or death certificate through the mail, please include the following:
1.Completed Application for a Vital Record (English and Spanish)
2.Notarized Sworn Statement (2nd page of application)
3.Check or money order made payable to OCHCA
4.Postage paid, self-addressed return envelope
5.Send above items to:

To purchase a Birth or Death Certificate online, please go to www.vitalchek.com. VitalChek is a 3rd party online ordering service and orders will include VitalChek service fees.
The following services will remain open via appointment only
Funeral Director Services will remain open by appointment only for shipper letters and will-call pick of death certificate orders. To make an appointment, email deathregistration@ochca.com. Death certificate orders and burial permit payments can still be dropped off in the Funeral Director office drop box.
The general public can obtain a burial permit via the mail or in person by appointment only.Please visit the Burial Permit Instructions for the General Public webpage link for more information.

The Health Care Agency Office of Vital Records is responsible for registering all births and deaths that occur in Orange County. Certified copies of birth and death certificates and burial permits can be purchased at our office. Our office also registers all Out of Hospital Births for babies that were not born in a hospital. Note: We do not verify whether records are registered or ready for purchase over the telephone. Allow 10 business days after the birth or death event for record registration and availability for purchase. If no record is found, Health and Safety Code (H&SC) 103650 requires our office to retain the fee and issue a Certificate of No Public Record. Birth or death certificates are also available for purchase at the County of Orange Clerk-Recorder’s Office after 30 days of a birth or death. If the birth or death took place more than two years ago, the record should be purchased at the County of Orange Clerk-Recorder’s Office. For more information, visit www.ocrecorder.com.

Public Garage Parking:
The Park Tower parking garage is located off of Sycamore St. ($1.00 per 15 minutes or $4.00 per hour)
Metered Parking:
There is metered parking located behind the Old Orange Courthouse and along Sycamore St. ($0.25 per 10 mins or $1.50 per hour). We do not validate parking.
We are closed the following legal holidays: New Year’s Day, Martin Luther King Jr. Day, Lincoln’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving and the Friday after Thanksgiving, and Christmas Day
