Behavioral Health Boards and Commissions were created in 1957 and are authorized by the Bronzan-McCorquodale Act, Sections 5600ff, California Welfare and Institutions Code, and Health and Safety Code Section 11805. These boards are the fundamental way to have oversight of the administration and provision of county behavioral health services.

The Orange County Behavioral Health Advisory Board is an official community body that advocates for an accessible, appropriate, and effective behavioral health system that promotes prevention, intervention, recovery, and resiliency for individuals and families in need. It is composed of 14 community leaders who have an interest in the mission and delivery of mental health and substance use disorder (SUD) services and one Orange County Board of Supervisor.

The purpose of the Behavioral Health Advisory Board is to:

  • Advise the Board of Supervisors and the Behavioral Health Director on all aspects of local mental health and SUD programs.
  • Advocate for individuals with serious mental illness (SMI) and SUD.
  • Review programs and services within the local behavioral health system.

The business of the BHAB is conducted primarily through their General monthly meetings, their standing and ad hoc committees, visits to community facilities, phone calls, and e-mails. Your contact with the BHAB gives you a voice which can speak directly to key administrators in the Orange County Behavioral Health Services agency.
