WHO WE ARE: California Children’s Services (CCS) is a Whole Child Program statewide program that determines medical eligibility, provides authorizations for medical care, case management, financial assistance, and medically necessary physical and occupational therapy services to children who meet the CCS eligibility criteria. The program is managed by the California Department of Health Care Services (DHCS) and is administered by the local county health care departments.
Children and young adults who meet the following criteria are eligible for the CCS Program:
Eligible conditions include severe physical disabilities resulting from congenital defects or those acquired through disease, accident, or abnormal development. Examples include cerebral palsy, cystic fibrosis, cancer, heart conditions, and orthopedic disorders.

Medical Case Management Services
CCS Public Health Nurses provide medical case management for complex medical conditions. CCS-approved hospitals and CCA-paneled providers are authorized to provide medical care for the CCS-eligible medical condition. CCS partners with CalOptima and Medi-Cal to determine medical eligibility and to case manage medical care for children with a CCS-eligible medical condition.
Financial Assistance
CCS provides financial assistance for children who have a CCS-eligible medical condition and whose family meets the CCS financial eligibility criteria.
Medical Therapy Program (Financial Eligibility not required)
CCS provides medically necessary physical and occupational therapy services to children with medical conditions that are eligible for the Medical Therapy Program. Examples of conditions that are eligible for these services include cerebral palsy, spina bifida, traumatic brain injury, muscular dystrophy, juvenile rheumatoid arthritis, and other chronic disabilities. These services are provided in Medical Therapy Units located in public school settings throughout the county.

Orange County CCS is a Whole Child Model County. For clients with CalOptima, CCS provides CCS medical eligibility determination and the CalOptima Networks provide all necessary media and DME authorizations. For children with CalOptima, referrals should be sent directly to CalOptima.":
