Medical Health Services

Medical Health Services coordinates and oversees emergency medical services and prehospital care, employee health for all County of Orange employees, health disaster preparedness and management, environmental health issues involving food safety, water quality and harmful conditions in our community, and the Medical Safety Net program that provides urgent, emergent medical services to low-income adults without an insurance home.

Emergency Medical Services (EMS)

Orange County Emergency Medical Services (OCEMS) plans, implements and regulates the county’s emergency medical services system and its participants.  Established in 1978 by the Board of Supervisors, OCEMS was one of the first to be developed in the United States.  The system is based on a solid foundation of collaboration between public Fire Departments, private Ambulance Providers, Base Hospitals, Emergency Departments, Specialty Centers and EMS personnel.   A Board Certified Emergency Physician is complemented by strong leadership and program professionals with EMS expertise to medically direct and ensure that quality 9-1-1 care is provided on a 24/7 basis.

Employee Health Services / Medical Safety Net

Employee Health Services (EHS) provides occupational health services for all Agencies and Departments for the County of Orange.  Services include return to work evaluations for those County employees returning from a medical leave, immunizations and vaccinations, tuberculosis screening, examinations for pre-placement physicals, surveillance examinations, consultations for occupational and environmental exposures, and respirator fit testing.  EHS also provides training for the County’s blood borne pathogen program and serve as the point of contact for any County and non-County blood borne pathogen exposure in the emergency response community.

The Medical Safety Net (MSN) is Orange County’s safety-net program for low-income adults providing urgent, emergent medical services and necessary follow-up care through a public-private partnership between the Orange County Health Care Agency and community health care providers The Medical Safety Net Program DOES NOT provide comprehensive health coverage. Comprehensive health coverage is available from Covered California – California’s health insurance marketplace. Most MSN members should qualify for financial assistance to purchase health coverage.
