(Santa Ana, CA) – On September 1, the California Department of Public Health issued updated guidance and Q&A to assist K-12 schools in formulating and implementing plans for safe, successful, and full in-person instruction. These updates include recommendations and requirements for school-based extracurricular activities, as well as clarification on modified quarantine recommendations. According to the guidance, masks are required for all persons playing indoor sports on school campuses and required for all unvaccinated persons in all indoor sports settings, unless wearing a mask during play has been determined to pose a choking hazard.

In anticipation of community and family gatherings during the upcoming Labor Day holiday, County Health Officers at the OC Health Care Agency are urging residents to continue taking all necessary precautions to prevent the spread of COVID-19.

“Although we are starting to see a decline in our COVID-19 case and positivity numbers, we need to continue doing what we can to protect one another and prevent cases from going back up after Labor Day,” said Dr. Regina Chinsio-Kwong, Deputy County Health Officer. “The likelihood of COVID-19 spreading is always higher wherever people are in close contact with one another, especially in indoor, crowded and poorly ventilated areas. And we have seen that the vast majority of transmission has occurred among unvaccinated people in these closed, indoor settings. If we are not careful, we may see an increase in cases after the holiday weekend.”

To protect others who are most at risk of contracting COVID-19, particularly those who are immune compromised, at increased risk of severe disease, not fully vaccinated, or not yet eligible for vaccination (that is, children under age 12), the County Health Officers recommend the following safe measures for all Orange County residents:

• Get vaccinated if you are not yet fully vaccinated. Individuals who are not fully vaccinated are at higher risk of becoming infected with COVID-19, getting sick, being hospitalized, or dying. • Wear a mask indoors. This is the easiest way to protect everyone around you, especially those who are most at risk of contracting COVID-19. Those who are unvaccinated are required to wear masks indoors in accordance with mask guidance from the California Department of Public Health.
• Avoid crowded areas and events, especially indoors. Gatherings among residents should occur outdoors.
• Maintain physical distancing in poorly ventilated areas.
• Wash your hands and use hand sanitizer regularly.
• Avoid traveling if you are unvaccinated.

Orange County has continued to see a decline in COVID-19 case figures. Between August 26 and September 1, the seven-day average case rate dropped from 20.7 to 16.9 per 100,000 people, with the average number of daily COVID-19 cases declining from 667 to 545. The positivity rate also decreased from 7.8 to 6.4 percent, hospitalizations decreased from 592 to 521 per day, and ICU admissions saw a slight bump from 132 to 137 per day. (Santa Ana, CA) - On August 24, the CDPH issued a statement in support of the CDC’s interim public health recommendations for fully vaccinated individuals. According to their statement, fully vaccinated people:

• Can resume activities that they did prior to the pandemic.
• Must follow mandatory provisions in CDPH's Face Coverings Guidance.
• Should consider wearing a mask in indoor public and non-public settings, particularly if they are immunocompromised or at increased risk for severe disease from COVID-19, or if they have someone in their household who is immunocompromised, at increased risk of severe disease, not fully vaccinated, or not yet eligible for vaccination.
• If asymptomatic, can refrain from quarantine following a known exposure to someone with suspected or confirmed COVID-19. Fully vaccinated persons are recommended to be tested 3-5 days after exposure and wear a mask in public indoor settings for 14 days.

“We are finally beginning to see a slight drop in our cases and hospitalizations, but until more people are vaccinated, prevention measures will continue to be necessary for everyone, regardless of your vaccination status,” says Dr. Clayton Chau, OC Health Care Agency Director (HCA) and County Health Officer. “I want to re-emphasize the importance of wearing a mask indoors. Face masks are an extra precautionary measure that helps to reduce the spread of COVID-19. I encourage you to please wear a mask indoors, even in small groups. It not only protects you but also those around you who may be immunocompromised, at risk of severe disease, not fully vaccinated or not yet eligible for the vaccine.”

On August 23, the CDPH issued a statement to school leaders emphasizing the requirement for mandatory universal masking indoors in K-12 settings—both public schools and private schools—with limited exemptions as specified in their general Guidance for the Use of Face Coverings. According to their statement, universal masking reduces the risk of outbreaks, thereby avoiding disruptions to school operations, including closure. Furthermore, masks empower schools to implement more targeted quarantine procedures, often eliminating the need for students to miss any instructional time.

“There is currently misinformation out there about the health risks for children who wear masks,” says Dr. Chau. “Please know that there’s no scientific evidence of CO2 poisoning, nor masks having an adverse mental health impact on children; on the contrary, masks are known to prevent illness, school absences and even death. Universal masking is intended to safeguard the health and safety of students, school staff, and their families.”

To address another area of concern, on August 26, the CDC issued a health advisory against the use of a prescription medication called ivermectin, used to treat certain infections caused by internal and external parasites, for prevention or treatment of COVID-19. In January 2021, poison control centers across the U.S. received a three-fold increase in the number of calls for human exposures to ivermectin compared to the pre-pandemic baseline.

In July 2021, ivermectin calls have continued to sharply increase, to a five-fold increase from the baseline. These reports are also associated with increased frequency of adverse effects and emergency department and hospital visits. The public are advised:

• Be aware that currently ivermectin has not been proven as a way to prevent or treat COVID-19.
• Do not swallow ivermectin products that should be used on skin (e.g., lotions and creams) or are not meant for human use, such as veterinary ivermectin products. 
• Seek immediate medical attention or call the poison control center hotline (1-800-222-1222) for advice if you have taken ivermectin or a product that contains ivermectin and are having symptoms. Signs and symptoms include gastrointestinal effects (nausea, vomiting, abdominal pain, and diarrhea), headache, blurred vision, dizziness, fast heart rate, and low blood pressure. Other severe nervous system effects have been reported, including tremors, seizures, hallucinations, confusion, loss of coordination and balance, decreased alertness, and coma.

COVID-19 Status in Orange County

Orange County has begun to see a slight decrease in COVID-19 case figures. Between August 18 and August 25, the seven-day average case rate dropped from 22.5 to 20.4 per 100,000 people, with the average number of daily COVID-19 cases declining from 727 to 657. The positivity rate also decreased slightly from 8 to 7.8 percent, hospitalizations decreased from 571 to 565 per day, and ICU admissions from 133 to 117 per day. Cơ Quan Y Tế Quận Cam Ủng Hộ Những Đề Nghị Phòng Chống COVID-19 của Bộ Y Tế Tiểu Bang California và Chính Sách Đeo Khẩu Trang

(Santa Ana, CA) - Ngày 24 tháng Tám, Bộ Y Tế Tiểu Bang California đã ban hành một văn bản để ủng hộ những đề nghị tạm thời của Cơ Quan CDC dành cho những cá nhân đã được chích ngừa hoàn toàn. Theo văn bản này, những người đã chích ngừa hoàn toàn:

• Có thể bắt đầu trở lại các sinh hoạt bình thường như họ đã làm trước khi đại dịch xảy ra.
• Phải tuân thủ những qui định theo Chỉ Dẫn của Bộ Y Tế California về chính sách đeo khẩu trang.
• Phải nên đeo khẩu trang bên trong những địa điểm công cộng và những nơi không được coi là công cộng, đặc biệt đối với những người có hệ thống miễn dịch quá yếu hay có nguy cơ bị lây nhiễm nặng từ COVID-19, hoặc nếu họ có những thân nhân trong gia đình hiện đang có hệ thống miễn dịch quá yếu, có thể gia tăng nguy cơ trở bệnh nặng, nếu đã không hoàn toàn chích ngừa, hay chưa hợp lệ để chích ngừa.
• Nếu không có triệu chứng, có thể tự giới hạn bằng cách cách ly sau khi đã biết mình gần gũi với những người tình nghi hay được xác nhận là đã bị nhiễm COVID-19. Những người hoàn toàn chích ngừa được đề nghị xét nghiệm từ 3-5 ngày sau khi đã gần gũi với người có bệnh và phải đeo khẩu trang khi hiện diện bên trong những nơi công cộng 14 ngày.

Bác Sĩ Clayton Châu, Giám Đốc Cơ Quan Y Tế Công Cộng Quận Cam và là Ủy Viên Y Tế Đặc Nhiệm Quận Hạt phát biểu: “ Chúng ta sau cùng đã bắt đầu nhìn thấy một sự suy giảm những trường hợp lây nhiễm và điều trị tại bệnh viện, nhưng cho đến khi nào mà có thêm người chích ngừa, các biện pháp đề phòng vẫn được tiếp tục duy trì cần thiết cho mọi người, không cần biết là chúng ta đã chích ngừa hoàn toàn. Tôi muốn tái nhấn mạnh tầm quan trọng của việc mang khẩu trang bên trong. Việc đeo khẩu trang là một biện pháp phòng ngừa phụ trội nhằm giúp giảm thiểu tình trạng lây lan COVID-19. Tôi khuyến khích mọi người nên mang khẩu trang khi sinh hoạt bên trong, kể cả những khi sinh hoạt với những nhóm nhỏ. Không những chỉ bảo vệ cho chính mình mà cả những người chung quanh chúng ta không may nếu những người này có hệ thống miễn dịch quá yêu, dễ có nguy cơ trở bệnh nặng, chưa được chích ngừa hoàn toàn, hay chưa hợp lệ để được chích ngừa.”

Ngày 23 tháng Tám, Bộ Y Tế Tiểu Bang California đã ban hanh một văn bản cho các nhà lãnh đạo các học khu, trường học nhấn mạnh đến việc bắt buộc đeo khẩu trang hoàn toàn cho học sinh từ lớp K đến lớp 12 khi trong lớp học- kể cả công lập và tư thục – với những miễn lệ giới hạn được liệt kê trong Bản Chỉ Dẫn Tổng Quát về Việc Sử Dụng Khẩu Trang. Theo văn bản này, việc đeo khẩu trang toàn bộ sẽ làm giảm sự bùng phát trở lại đại dịch, và do đó sẽ tránh được sự gián đoạn việc học của các con em, kể cả đóng cửa trường. Hơn nữa, quy định khẩu trang cho phép trường học thi hành thêm những thủ tục cách ly, thông thường sẽ loại trừ sự cần thiết cho các học sinh phải bị bỏ dở các thời gian được giảng huấn.

Bác Sĩ Châu nhấn mạnh: “ Hiện tại có những tin tức sai lạc về việc các em trẻ nhỏ mang khẩu trang. Xin biết rằng không có chứng cớ khoa học nào cho thấy việc nhiễm độc khí CO 2, hay khẩu trang sẽ anh hưởng đến tình trạng tâm thần của các em; trái lại khẩu trang cho thấy ngăn cản được nhiều bệnh tật, việc bỏ học và ngay cả tử vong. Việc đeo khẩu trang toàn bộ nhằm mục đích bảo vệ sức khỏe và sự an toàn cho các học sinh, nhân viên nhà trường, và các bậc phụ huynh.”

Để trình bày một lãnh vực quan tâm khác, ngày 26 tháng Tám, Cơ Quan CDC đã ban hành một huấn thị y tế chống lại việc dùng thuốc kê toa bác sĩ được gọi ivermectin dùng để chữa trị một vài loại nhiễm trùng gây ra bởi những loại ký sinh trùng bên trong hay bên ngoài cơ thể cho việc ngăn ngừa hay chữa trị COVID-19. Tháng Giêng năm 2021, các trung tâm kiểm soát chất độc hại trên khắp lãnh thổ Hoa Kỳ đã nhận được những cuộc điện thoại gia tăng gấp ba lần số người bị phản ứng của thuốc ivermectin so sánh với số lượng người trước thời gian đại dịch.

Tháng Bảy 2021, Những cuộc điện thoại về ivermectin đã tiếp tục gia tăng mạnh mẽ, gấp năm lần thời gian trước đại dịch. Những phúc trình này cũng đã đồng loạt với những phản ứng tai hại tại các phòng cấp cứu và bệnh viện. Vì thế quần chúng được cảnh báo:

• Nên hiểu rõ hiện thời ivermectin chưa được chứng minh là một phương cách để ngăn ngừa và chữa trị COVID-19.
• Xin đừng uống thuốc ivermectin dùng chỉ để bôi trên da (như nước thoa và kem bôi) hay không được dùng cho người, mà chỉ là những thuốc ivermectin dùng cho súc vật.
• Phải gọi cấp cứu y tế ngay lập tức hay gọi trung tâm kiểm soát chất độc hại đường giây nóng (1-800-222-1222) để tư vấn nếu đã sử dụng ivermectin hay một sản phẩm có chứa chất ivermectin và có những triệu chứng. Những dấu hiệu và triệu chứng bao gồm ảnh hưởng đến đường tiêu hóa (buồn nôn, ói mửa, đau bụng và tiêu chảy) nhức đầu, mắt mờ, chóng mặt, tim đập nhanh, và áp huyết thấp. Những hậu quả trầm trọng liên quan đến hệ thống thần kinh cũng đã được thông báo, bao gồm run rẩy, co giựt, ão giác, lẫn lộn, cử động khó khăn và mất thăng bằng, thiếu minh mẫn, và bất tỉnh.

The US Food and Drug Administration (FDA) approved the first COVID-19 vaccine. The Pfizer BioNTech COVID-19 vaccine, to be marketed under the name Comirnaty, is fully approved for the prevention of COVID-19 Disease for those for those 16 years and older. 

(Santa Ana, CA) - To help prevent the transmission of COVID-19, the County of Orange Health Officer issued a revised health order on August 17, 2021, that incorporates the recent orders and guidance by the California State Public Health Officer and California Department of Public Health regarding COVID-19 vaccination requirements and status verification, testing, and face covering. 

The revised County health order includes a strong recommendation for all Emergency Medical Technicians, Paramedics, and Home Healthcare Providers (including In-Home Supportive Services Program workers) to be fully vaccinated by September 30, 2021, and to undergo at least twice weekly testing for COVID-19 until such time as they are fully vaccinated. This strong recommendation aligns with the California State Public Health Officer Order (issued on August 5, 2021) that requires volunteers, contractors, and students, in addition to part and full-time employees, in health care facilities and settings to be fully vaccinated against COVID-19 by September 30, 2021.  

“In alignment with the State’s order, we are evaluating all of our high-risk settings where COVID-19 outbreaks can have severe consequences including hospitalization, severe illness, and death,” says Dr. Clayton Chau, OC Health Care Agency Director and County Health Officer. “These are settings where there is frequent exposure to staff and highly vulnerable patients, including elderly, chronically ill, critically ill, medically fragile, and disabled patients. In many of these settings, the patients may be at higher risk of severe COVID-19 disease due to underlying health conditions, advanced age, or both.”

On August 18, the California Department of Public Health issued several updates to its Beyond the Blueprint guidance for Industry and Business sectors:

• Applied vaccine verification or negative testing requirement to Indoor Mega Events involving 1,000 or more participants.
• Removed self-attestation as a mode for both vaccine verification and for verification of negative COVID-19 test for indoor events scheduled after September 20, 2021.
• Extended date for requirements and recommendations to remain in place to November 1, 2021.

Orange County has also continued to experience an increase in COVID-19 cases. Between August 10 and August 17, the seven-day average case rate jumped from 19.4 to 21.1 per 100,000 people, with the average number of daily COVID-19 cases rising from 627 to 681. The positivity rate decreased slightly from 8.3 to 8.1 percent, hospitalizations increased from 495 to 568 per day, and ICU admissions from 91 to 119 per day. 

“With cases still rising, the Delta Variant continues to be a concern for us, currently being the most dominant version of the virus throughout the country, as both state and federal data show,” says Dr. Chau. “People who are unvaccinated are at higher risk of becoming infected with the Delta Variant and getting sick or hospitalized. If you are fully vaccinated, you are much less likely to become infected and spread the virus to loved ones, friends, coworkers and neighbors. I cannot stress this enough; getting vaccinated is the best way to protect yourself from getting sick with COVID-19 and passing it on to others.”

El Funcionario de Salud del Condado de Orange Emite una Fuerte Recomendación de Vacunación para los Trabajadores de la Salud

(Santa Ana, CA) - Para ayudar a prevenir la transmisión de COVID-19, el Funcionario de Salud del Condado de Orange emitió una orden de salud revisada el 17 de agosto de 2021, que incorpora las recientes órdenes y orientaciones del Funcionario de Salud Pública del Estado de California y del Departamento de Salud Pública de California con respecto a los requisitos de vacunación de COVID-19 y la verificación del estado, las pruebas y la cobertura facial.

Ủy Viên Y Tế Quận Cam Công Bố Khuyến Cáo Mạnh Mẽ Đề Nghị Chích Ngừa Cho Các Nhân Viên Trong Lãnh Vực Y Tế

(Santa Ana, CA) - Để ngăn ngừa sự lây lan COVID-19, Ủy Viên Y Tế Quận Cam đã công bố một chỉ thị liên quan đến vấn đề y tế được hiệu đính vào ngày 17 tháng 8, 2021, chỉ thị đồng bộ với các chỉ thị và sự hướng dẫn của Ủy Viên Đặc Nhiệm Y Tế Tiểu Bang California và Cơ Quan Y Tế Công Cộng Tiểu Bang California liên quan đến những qui định chích ngừa COVID-19 và hiện trạng kiểm nhận chích ngừa, xét nghiệm, và vấn đề đeo khẩu trang. 

Chỉ Thị được hiệu đính về vấn đề chăm sóc sức khỏe tại Quận Hạt bao gồm việc khuyến cáo một cách mạnh mẽ cho tất cả các nhân viên kỹ thuật Đặc Trách Y Tế Khẩn Trương, Nhân Viên Tải Thương, và Nhà Cung Ứng Chăm Sóc Tại Gia ( Kể cả Các Nhân Viên Thuộc Chương Trình Hỗ Trợ Dịch Vụ Tại Gia) phải được hoàn toàn chích ngừa hạn chót là ngày 30 tháng 9, 2021, và phải thực hành ít nhất hai lần xét nghiệm COVID-19 cho đến khi họ hoàn tất việc chích ngừa. Khuyến cáo mạnh mẽ này tuân hành Chỉ Thị của Ủy Viên Đặc Nhiệm Y Tế Tiểu Bang California ( ban hành ngày 5 tháng Tám, 2021) bắt buộc tất cả các thiện nguyện viên, nhà thầu, và học sinh, sinh viên, thêm vào đó các nhân viên bán thời gian hay toàn thời gian, trong các trung tâm chăm sóc sức khỏe và được ấn định phải hoàn toàn chích ngừa COVID-19 hạn chót 30 tháng 9, 2021.  

Bác sĩ Clayton Chau, Giám Đốc Cơ Quan Y Tế Công Cộng Quận Cam và là Ủy Viên Y Tế của Quận Hạt phát biểu: “ Để liên kết với chỉ thị của Tiểu Bang, chúng tôi đang định giá tất cả những dự tính nguy cơ nơi đại dịch COVID-19 có cơ bùng phát trở lại và có thể đưa đến những hậu quả nghiêm trọng bao gồm việc nhập viện, bệnh trở nên trầm trọng và tử vong, do đó có những dự phòng tại những nơi thường xuyên dễ gây sự lây nhiễm cho các nhân viên và những bệnh nhân có nguy cơ dễ dàng bị lây lan, bao gồm thành phần cao niên, những người có bệnh nền, những người đang mắc bệnh trầm trọng, và những người dễ dàng cần được chăm sóc y tế, và các bệnh nhân khuyết tật. Trong các trường hợp đơn cử nêu trên, các bệnh nhân có thể ờ tình trạng nguy cơ nhất dễ bị lây nhiễm COVID-19 vì tình trạng sức khỏe hiện tại, cao niên hay cả hai trường hợp.”

Tỷ lệ dương tính giảm nhẹ từ 8-3 đến 8.1 phần trăm, nhập viện gia tăng từ 495 lên 568 một ngày, và phải vào trường hợp cấp cứu khẩn trương ICU tăng 91 lến 119 một ngày.

This recommendation comes after FDA modified the Emergency Use Authorizations (EUAs) on August 12, 2021 for Pfizer-BioNTech COVID-19 vaccine and Moderna COVID-19 vaccine to allow for administration of a third dose of an mRNA COVID-19 vaccine after an initial 2-dose primary mRNA COVID-19 vaccine series for certain immunocompromised people (i.e., people who have undergone solid organ transplantation or have been diagnosed with conditions that are considered to have an equivalent level of immunocompromise).

(Santa Ana, CA) — On August 11, the California State Public Health Officer issued a new health order that all public and private schools serving students in transitional kindergarten through grade 12 must verify COVID-19 vaccine status of all workers. The order does not apply to home schools, childcare or higher education. The State issued the order in response to an increase in COVID-19 cases, with the Delta variant, which is twice as contagious as the original virus, being the most common variant causing new infections in California.

Orange County has also continued to experience an increase in COVID-19 cases. Between August 3 and August 10, the seven-day average case rate jumped from 14.8 to 19.4 per 100,000 people, with the average number of daily COVID-19 cases rising from 477 to 627. The positivity rate also increased from 7.2 to 8.3 percent, hospitalizations from 375 to 495 per day, and ICU admissions from 68 to 91 per day. On August 10, the Orange County Board of Supervisors approved the launch of the OC Health Care Agency’s (HCA) Vaccine Equity Engagement Program in an effort to accelerate the delivery of COVID-19 vaccines, with a continued focus on the most vulnerable high-risk populations in Orange County. 

“Our OC Health Care Agency staff has been doing an admirable job in making COVID-19 vaccine clinics available throughout Orange County,” says Chairman Andrew Do, First District. “The Vaccine Equity Engagement Program will provide additional support for our community partners to ensure everyone has access to a vaccine. It is critical that we reach out to those areas that may be more difficult to connect with.”

The program provides an opportunity for community members to nominate collaboratives, volunteers and other organizations (especially smaller groups in hard-to-reach communities) for an opportunity to earn a coordination fee of $20 for every individual who receives either their first or second dose of the COVID-19 vaccine (with a preferred minimum of 50 individuals registered per event). The program’s $4.5 million in funding is made available from the State of California’s Government Operations Agency.

“We want to empower the people and organizations on the ground who know the residents of these communities best to reach out and ensure they have the information and access necessary to receive the vaccine,” says Vice Chairman Doug Chaffee, Fourth District. “Our community partners are in a better place to understand what our residents need to overcome their barriers and challenges to getting vaccinated, and we want to be there to support them in this outreach and engagement.”

Through the Vaccine Equity Engagement Program, the HCA will oversee the criteria for organizations to host clinics, provide them with public health messaging resources to help them promote their events and communicate the importance of the vaccine to their community members, and collaborate with them on innovative ideas to increase engagement with residents such as donation and gift matching opportunities. 

“We have been seeing it over the past several weeks, COVID-19 cases are continuing to rise in Orange County, and the only way we will be able to bring those numbers down is by getting vaccinated,” says Dr. Clayton Chau, HCA Director and County Health Officer. “Those who are currently most at risk of getting sick or hospitalized from COVID-19 are the unvaccinated, so we know that vaccination is the most effective way to prevent infection as well as subsequent transmission and outbreaks. With the Vaccine Equity Engagement Program, we are proud to support our community partners in making the vaccine more accessible to our most vulnerable residents.” 

Interested organizations will be able to sign up to participate in this program and host vaccine clinics in partnership with the HCA through the Mobile Vaccine Service feature on the Othena platform. Additionally, the Othena platform now offers a new feature for any eligible individual who has scheduled a vaccination appointment to request free roundtrip rides to their appointment. El Estado Emite una Nueva Orden de Sanidad y la Agencia del Cuidado de la Salud de OC Pone en Marcha  Programa de Participación en la Equidad de las Vacunas COVID-19

Orange County’s first West Nile Virus (WNV) positive mosquito samples of the season were identified last week in Fullerton through routine trapping and testing by the Orange County Mosquito and Vector Control District (OCMVCD).
