(Santa Ana, CA) – The OC Health Care Agency’s Environmental Health Division advises the public against consuming food and beverages made or sold by street food vendors that do not possess a valid health permit.
Mobile food facilities and street vendors that operate with a health permit are expected to follow food safety laws and are subject to routine health inspections by Environmental Health. These vendors will have an identifying sticker issued by the County of Orange on the vehicle or cart, and can provide proof of permit or health inspection from Environmental Health.
Examples of health permits issued by the County of Orange:
Street food vending operated by food operators that do not possess a health permit pose a serious public health risk to residents and visitors in Orange County. Such vendors often possess unsafe makeshift equipment, do not follow proper food safety and handwashing practices, and utilize unverified food sources, storage, and handling. Environmental Health has received multiple foodborne illness complaints attributed to street food operations that do not have a health permit.

(Santa Ana, CA) – On January 31, the U.S. Food and Drug Administration (FDA) issued approval of the Moderna vaccine for the prevention of COVID-19 in individuals age 18 and older. The vaccine will be marketed as Spikevax and had previously only been available under emergency use authorization.
“This is great news to reinforce the fact that both the Pfizer and Moderna vaccines meet the FDA’s standards for safety, effectiness and quality,” says Dr. Regina Chinsio-Kwong, Deputy County Health Officer. “I hope that the FDA’s approval may instill confidence in those who are still deciding whether to get vaccinated. Studies and data support the fact that vaccination reduces severe illness and likelihood of being hospitalized. Our data continues to show that the majority of people who are hospitalized due to COVID-19 are unvaccinated, and the risk is even higher for those with comorbidities or who are immunocompromised.”
Between January 26 and February 1, the seven-day average COVID-19 case rate in Orange County decreased from 177 to 126 per 100,000 people, average number of daily COVID-19 cases from 5,728 to 4,082, and positivity rate from 24.6 to 17.9 percent. Hospitalizations also declined but still remains high at 872, with ICU admissions at 164.
A sublineage of the Omicron variant, called “BA.2,” has been detected in California. While there are studies suggesting that it may have a transmission advantage over the original Omicron variant, all preventative measures are still recommended along with vaccination to prevent severe infection from COVID-19. Keep a safe distance from others outside of your household, to avoid close contact with people who may be unvaccinated or asymptomatic
If you recently attended a high risk event, traveled, or came into close contact with someone who has COVID-19, self-monitor for symptoms and get tested. Stay home and follow self-quarantine guidance if you came into close contact with someone who has COVID-19.
Testing continues to be a critical component in reducing viral transmission by supporting early detection of COVID-19 and containment of the disease; however, due to high demand for testing and opportunities for mis-advertising of testing products, Orange County residents and visitors are advised to beware of unauthorized COVID-19 tests, which may lead to higher risk of false results.
The FDA recently issued an alert warning people to stop using the Empowered Diagnostics CovClear COVID-19 Rapid Antigen Test and ImmunoPass COVID-19 Neutralizing Antibody Rapid Test. These tests were distributed with labeling indicating they are authorized by the FDA, but neither test has been authorized, cleared, or approved by the FDA for distribution or use in the U.S.
Rapid over-the-counter COVID-19 self-tests may also be available for purchase at local stores and pharmacies, allowing individuals to conveniently learn their COVID-19 status. This is different than home collection kits such as those available through the OC Health Care Agency in which specimens are collected at home, but then are sent to a laboratory for processing.
There is no requirement to report positive results from self-administered tests not performed under laboratory or healthcare professional oversight; however, anyone who tests positive is required to isolate according to the County Health Order and CDC guidelines. (Santa Ana, CA) – In anticipation of increased gatherings during the Lunar New Year holiday and due to high COVID-19 hospitalizations, the OC Health Agency urges residents and visitors to strictly follow proper masking, proper hand-hygiene, physical distancing, and other non-medical preventative measures to minimize further spread of the highly transmissible Omicron variant.
Between January 13 and January 25, the seven-day average COVID-19 case rate in Orange County decreased from 207 to 189 per 100,000 people, average number of daily COVID-19 cases from 6,683 to 6,097, and positivity rate from 26.8 to 25.3 percent. However, hospitalizations remain high at 1,114 as well as ICU admissions at 191. The majority of hospitalizations continues to be among the unvaccinated at 85%.
“We are starting to see cases stabilize; however, what we know from previous surges is once we hit a peak in cases, we usually see an increase in hospitalizations continuing to occur in the days or weeks following,” says Dr. Regina Chinsio-Kwong, Deputy County Health Officer. “We expect hospitalizations to remain high and, combined with healthcare staff getting sick and being unavailable to care for patients, this puts a huge strain on our hospitals and healthcare system. It has been two years since we first received confirmation of our first COVID-19 case here in Orange County, and sadly to date, we reached an unfortunate milestone with over 6,000 OC residents having lost their lives to COVID-19. I know people are tired of hearing about masks, vaccines and testing, but we must continue to do our part to follow all of the preventative measures against COVID-19 to help minimize everyone’s risk of getting infected and reduce the strain on our health care system. This is additionally important as we expect people to gather for Lunar New Year celebrations.”

Federal Government Offers Free N95 Masks:
Beginning this week, the federal government will make 400 million non-surgical N95 masks available for free at pharmacies and community health centers across the country.
“Each adult will be able to pick up three free masks. The masks will be available at tens of thousands of pharmacies and 100-200 community health centers across the country,” said Dr. Clayton Chau, HCA Director and County Health Officer. “Most of the pharmacies that have partnered with the federal government to deliver COVID-19 vaccines through the Federal Retail Pharmacy Program are expected to participate in the new mask distribution program, including CVS, Walgreens, Kroger, Rite Aid, Publix, Walmart and Sam's Club.”

State Extends Booster Deadline for Healthcare Workers:
On January 25, the State updated three health orders, extending the deadline for the booster requirement for health care workers and all employees in high-risk congregate settings, including nursing homes. According to the orders, all affected workers currently eligible for boosters must be "fully vaccinated and boosted" for COVID-19 by receiving all recommended doses of the primary series of vaccines and a vaccine booster dose by no later than March 1, 2022 (instead of February 1).

Entre el 13 y el 25 de enero, la tasa media de casos de COVID-19 en siete días en el Condado de Orange disminuyó de 207 a 189 por cada 100,000 personas, el número medio de casos diarios de COVID-19 de 6,683 a 6,097 y la tasa de positividad de 26.8 a 25.3%. (Santa Ana, CA) – With COVID-19 cases and hospitalizations surging in Orange County, the OC Health Agency strongly urges residents and visitors to strictly follow proper masking, proper hand-hygiene, physical distancing, and other non-medical preventative measures to minimize further spread of this highly transmissible variant.
Between January 6 and January 12, the seven-day average COVID-19 case rate in Orange County jumped from 94 to 183 per 100,000 people and the average number of daily COVID-19 cases rose from 3,031 to 5,896. The positivity rate also increased from 19.1 to 25.8 percent, hospitalizations from 724 to 1,071, and ICU admissions from 107 to 154 per day.
“With the highly transmissible Omicron variant causing widespread infection around the world and locally, it is apparent that adding additional layers of protection to prevent transmission is more important now than ever,” says Dr. Regina Chinsio-Kwong, Deputy County Health Officer. “Recent studies continue to show that getting vaccinated significantly minimizes the chances of having a severe illness, getting hospitalized or dying from Omicron. Vaccination also helps reduce the strain on our health system. The majority of hospitalizations at this time continues to be among the unvaccinated at 86%. We urge everyone to be vigilant about protecting one another by taking preventive steps to avoid further transmission.”

Updates on COVID-19 Testing
In an effort to increase access to free COVID-19 testing, the Department of Health and Human Services (HHS) announced that beginning January 15, 2022, individuals covered by private health insurance or group health plan will be able to purchase over-the-counter, at-home COVID-19 tests approved by the U.S. Food and Drug Administration and have those costs covered by their plan or insurance. Testing shortages and supply chain issues are continuing across the U.S. People recently exposed to COVID-19, or have mild symptoms, are advised to follow the State’s isolation and quarantine guidance, and to be patient in searching for testing options. Self-collection, at-home COVID-19 Test Kits continue to be available at no cost to people who work or live in Orange County, and can be ordered online at ochealthinfo.com/covidtest. Due to the increased demand for COVID-19 testing, however, requestors are encouraged to be patient as test kits may be delayed beyond the usual processing time.
People without symptoms, or who have mild symptoms and are at low risk of severe disease, should not go to the hospital or emergency room to obtain screening testing. Hospitals are focused on people who are sick and need urgent care.
As testing shortages continue throughout the U.S., reports are surfacing about pop-up testing operations that may be unlicensed and out to scam people. Asking what laboratory they are sending to or requesting to see their healthcare credential will be helpful as most tests require a licensed professional to gather specimens. CDC Recommends Moderna Booster at 5 Months
On January 7, the Centers for Disease Control and Prevention (CDC) extended the recommendation for shortening the interval between the primary vaccination and booster dose for the Moderna vaccine to 5 months. People who initially received an mRNA vaccine (Comirnaty/Pfizer or Moderna) can now receive a booster dose of an mRNA vaccine 5 months after completing their primary series.
Vaccines continue to be widely available throughout Orange County for walk-in, same day and future appointments. Individuals who are not yet vaccinated or boosted against COVID-19, or are eligible for a third dose (due to immunocompromise conditions) are encouraged to visit a local pharmacy or healthcare provider, or go online to Vaccines.gov, MyTurn.ca.gov or Othena.com, to schedule a vaccination appointment.

Tỷ lệ dương tính cũng tăng từ 19.1 lên 25.8%, phải vào bệnh viện tăng từ 724 lên 1,071, và phải vào khẩn trương ICU từ 107 lên 154 mỗi ngày.

(Santa Ana, CA) – The OC Health Care Agency (HCA) has confirmed a COVID-related pediatric death in Orange County. In December, a child under the age of 5 died of complications related to COVID-19 infection.
“We have lost another precious young life to this terrible virus; it is our third pediatric death in Orange County since the start of the pandemic,” said Dr. Clayton Chau, HCA Director and County Health Officer. “This is yet another somber reminder that we must continue to do everything we can to protect our loved ones, especially our little ones under 5 years of age who are not able to be vaccinated.”
Between December 30 and January 5, the seven-day average COVID-19 case rate in Orange County jumped from 25.5 to 67.5 per 100,000 people and the average number of daily COVID-19 cases rose from 822 to 2,179. The positivity rate also increased from 6.5 to 16.2 percent, hospitalizations from 453 to 673, and ICU admissions from 89 to 114 per day. The majority of people who are hospitalized due to COVID-19 continue to be among those who are unvaccinated, at 87%.
“COVID-19 has been spreading very quickly. Cases are reaching levels that we haven’t seen throughout this pandemic,” says Dr. Regina Chinsio-Kwong, Deputy County Health Officer. “We strongly urge our county residents and visitors to please take all preventative measures to reduce your risk of getting sick or hospitalized. Even though breakthrough infections are possible, the most important thing you can do is get vaccinated and boosted to maximize your immunity to COVID-19 and reduce your chance of getting severely infected.”

Each kit comes with a prepaid shipping return label and results are provided within 24-48 hours upon receipt of the specimen.
People without symptoms, or who have mild symptoms and are at low risk of severe disease, should not go to the hospital or emergency room to obtain screening testing. Hospitals are focused on people who are sick and need urgent care.
Rapid tests are currently in short supply nationwide; people who are in need of quicker test results are encouraged to check with their healthcare provider or local retail pharmacy for availability of rapid tests.
California mask mandate extended to February 15:
According to the California Department of Public Health (CDPH), universal masking indoors is now required through February 15, 2022 to slow the spread of COVID-19.

Revised Cal/OSHA ETS and County Health Orders
Cal/OSHA has issued revised Emergency Temporary Standards (ETS) that will go into effect on January 14, 2022. The ETS requires employers to develop a written COVID-19 Prevention Program to address health hazards and unsafe conditions due to COVID-19. Recommendations for Pfizer Booster and Additional Primary Doses
On January 4 and January 5, the Centers for Disease Control and Prevention (CDC) issued the following recommendations for the Comirnaty (Pfizer) COVID-19 vaccine to be administered:
As a booster dose in individuals ages 12-17
As a booster dose 5 months after primary vaccination, for individuals age 12 and older
As a third additional primary dose for moderately or severely immunocompromised children ages 5-11, 28 days after their second dose
The recommendations apply only to the Pfizer vaccine, not to the Moderna or Janssen (Johnson & Johnson) vaccines.
Vaccines continue to be widely available throughout Orange County for walk-in, same day and future appointments. Individuals who are not yet vaccinated or boosted against COVID-19, or are eligible for a third dose (due to immunocompromise conditions) are encouraged to visit a local pharmacy or healthcare provider, or go online to Vaccines.gov, MyTurn.ca.gov or Othena.com, to schedule a vaccination appointment.

Những Đề Nghị Cho Việc Chích Ngừa Mũi Booster Pfizer và Những Mũi Chích Ngừa Thêm Đầu Tiên
Váo ngày 4 Tháng Giêng và 5 tháng Giêng, Cơ Quan Bài Dịch Liên Bang (CDC) đã ban hành những đề nghị sau đây về việc chích ngừa COVID-19 của hãng Comirnaty (Pfizer):
Mũi chích ngừa booster cho những cá nhân tuổi từ 12 -17
Mũi chích ngừa booster 5 tháng sau khi chích ngừa các mũi đầu tiên, cho các cá nhân từ 12 tuổi trở lên
Mũi chích ngừa thêm thứ ba cho các trẻ em có hệ thống miễn nhiễm từ bình thường cho đến có nguy cơ cao từ 5 đến 11 tuổi, 28 ngày sau khi đã chích mũi thứ hai
Những đề nghị này chỉ áp dụng cho thuốc chích ngừa Pfizer, không phải thuốc chích ngừa của hãng Moderna hay Janssen (Johnson & Johnson).
Việc chích ngừa được tiếp tục rộng rãi trên toàn Quận Cam cho những người đến chích , trong ngày không cần lấy hẹn, hay lấy hẹn trong tương lai. Những cá nhân nào chưa chích ngừa hay chích ngừa mũi booster để chống lại COVID-19, hay hợp lệ cho mũi thứ ba( vì tình trạng miễn nhiễm yếu) được khuyến khích đến các dược phòng địa phương hay các bác sĩ gia đình, hay vào trang mạng Vaccines.gov, MyTurn.ca.gov hay Othena.com, để lấy hẹn chích ngừa.

(Santa Ana, California) – The National Weather Service (NWS) has forecasted cold overnight temperatures throughout inland, coastal and south Orange County cities beginning Tuesday, January 4 through Wednesday, January 5. Overnight temperatures in some areas will dip to the low 40s. Colder-than-normal temperatures increase the risk of cold-related illnesses like hypothermia, especially for those who are more sensitive to extreme weather changes.
When exposed to cold temperatures, your body begins to lose heat faster than it can be produced. Low body temperature may make you unable to think clearly or move well. Hypothermia occurs most likely at very cold temperatures, but it can occur even at cool temperatures (above 40°F) if a person becomes chilled from rain, sweat or submersion in cold water.
“When prolonged exposure to very cold temperatures occurs, it is important to make certain that you are protected from hypothermia. In addition, it is critical to check that seniors who live alone, your neighbors, pets and vulnerable populations are safe during this time,” said Dr. Regina Chinsio-Kwong, Deputy County Health Officer.
Residents are also cautioned against using their kitchen range or oven to heat their homes. Home furnaces and heaters should be inspected periodically, with needed repairs performed by a qualified and licensed heating or plumbing contractor. If space heaters are used, make sure there is nothing within three feet of the heater that could catch on fire, such as bedding, drapes or furniture. Never cover your space heater and never leave children unattended near a space heater. If electric power is lost, never use a gasoline powered generator indoors, in a garage or near doors or windows where air may enter a home due to the risk of carbon monoxide poisoning.
Carbon monoxide is an odorless, colorless gas that at high levels of exposure can be fatal. Low levels of carbon monoxide poisoning can be confused with flu symptoms, food poisoning or other illnesses and can have a long-term health risk if left unattended. Some of the symptoms of low-level exposure include shortness of breath, mild nausea and mild headaches. Moderate levels of carbon monoxide exposure can present with headaches, dizziness, nausea and lightheadedness. Every home should have a carbon monoxide detector, along with a smoke detector.
