The Mental Health Services Act (MHSA) - known as Proposition 63, was approved by California voters on November 2, 2004, and became state law on January 1, 2005.

Body

Its primary purpose is to improve the lives of those adults afflicted with serious and persistent mental illness and children with serious emotional disturbances by transforming the public mental health system.

The MHSA will bring significant resources to Orange County to expand mental health services to children, adults, and older adults.

Body

The MHSA imposes an additional 1% tax on that portion of a taxpayer's taxable income in excess of one million dollars.

When the law is fully implemented, Orange County's share is likely to be in the range of $30-$50 million per year.
